Leading global law firm Herbert Smith Freehills Kramer has appointed Scarlet Feng as Of Counsel in Hong Kong, further strengthening its China‑related international capital markets capability.
Scarlet advises issuers and underwriters on equity and debt capital markets transactions, supporting Chinese companies listing in Hong Kong.
"As Chinese companies increasingly use Hong Kong as their primary platform for international fundraising, transactions are beginning to span multiple jurisdictions and regulatory regimes," said Jason Sung, Head of Corporate, China.
"With a background in US and PRC law and extensive experience of Hong Kong capital markets transactions, Scarlet is well placed to help clients on complex cross‑border fundraisings."
Scarlet's appointment is part of the firm's continued investment in its busy China capital markets team, a team that handled eight IPOs worth HK$18.17 billion (US$2.32 billion) in 2025 and is advising on a pipeline of approximately 40 filings for both international and regional issuers and sponsors.
SCARLET FENG
Scarlet advises on Hong Kong initial public offerings and international debt offerings under Rule 144A and Regulation S. She advises clients across sectors, including biotech, healthcare and real estate.
She is admitted in New York and has passed the PRC bar examination. She holds master's degrees in American law from Boston University School of Law and civil and commercial law from Renmin University of China. Fluent in English, Scarlet is a native Mandarin speaker.
