Justin Low
Justin is a senior associate with the corporate team in Herbert Smith Freehill Kramer Prolegis Alliance and specialises in infrastructure, energy, project development and construction related projects both in Singapore and in the region.
He has a wide range of experience advising and acting for key stakeholders such as state or state-affiliated entities, developers, contractors, consultants and suppliers for infrastructure and construction projects across multiple sectors including digital infrastructure, renewables, transport and social infrastructure.
Justin also has experience in drafting, reviewing, and advising on various project-related agreements including on power, procurement and construction documentation ranging from contracts in relation to EPC, design and construction contracts (whether bespoke, Singapore or international standard forms), tenders, consultancy, supply of goods and equipment, purchase of renewable energy, and operation & maintenance.

- a leading American data center developer and operator in all aspects of their procurement and development of its hyperscale data centres across multiple sites in Malaysia and Japan including construction and equipment supply agreements
- a global data center provider on all aspects of their land development, power and construction procurement for its first hyperscale data centre in Thailand including in relation to its power purchase agreements as well as procurement of contractors and consultants for the project
- a joint venture comprising a leading Chinese headquartered solar photovoltaic manufacturer and a major Indonesian energy and infrastructure conglomerate on all aspects of the development of a Solar Manufacturing Plant Development in the Indonesia including particularly drafting of contract documents across multiple EPC construction, supply, services and other trade packages
- a subsidiary of a global technology company in their development of a large-scale floating solar photovoltaic system in Singapore for private sector consumption including in relation to the renewable energy purchase agreement and other regulatory issues
- a Chinese headquartered solar and battery energy storage systems (BESS) supplier in their review and negotiation of contracts for supply and long term maintenance of BESS in relation to a 500MW Battery Energy Storage Park in South Australia
- an Asian hyperscale data center specialist in the preparation and negotiation of various agreements in relation to services, equipment supply and construction agreements in Singapore, Malaysia and Australia as well as its water treatment agreement in Malaysia
- a government ministry and a state-affiliated entity in Singapore's healthcare and social sectors providing advisory work and reviewing tender documentation in relation to their various construction and consultancy tenders as well as operation & maintenance agreements*
