On November 12, 2025, the New York City Council approved the rezoning of a 54-block area in Long Island City, Queens, within which HSF Kramer’s client, Plaxall, is a significant landowner. The plan allows for mid- to high-rise buildings along the Queens waterfront, north of the Queensboro Bridge and further east near Court Square and includes nearly $2 billion in neighborhood upgrades. HSF Kramer worked with the Department of City Planning on changes to the Zoning Resolution that will enable the construction of up to approximately 5,300 mixed-income apartments on Plaxall property.
Over the past 11 years, the firm has advised Plaxall and negotiated with the City and State regarding a number of unrealized initiatives in the area, including Amazon’s contemplated New York headquarters.
