On 7 April 2025, the UK Government has issued its official response to consultation in relation to phasing out sales of new petrol and diesel cars from 2030 and supporting the ZEV transition.

The Government's response reaffirmed its commitment to phasing out petrol and diesel cars by 2030, and to correcting past policy reversals that caused uncertainty.

Last year, the UK sold over 381,000 electric cars—more than any other European country and the third highest worldwide. This highlights market demand in the UK for cheaper, cleaner, and quieter electric cars, while manufacturers have committed £20 billion to developing new technologies and transforming supply chains for the future.

The consultation response included a pledge that by 2035, all new cars and vans would be required to be zero-emission, and amendments to the Zero Emission Vehicle (ZEV) Mandate whilst also ensuring that manufacturers are given short-term flexibility while ensuring jobs and investment remain in the UK.

Specifically, the consultation focused on the following two priorities:

1. Phasing Out Petrol & Diesel Cars (Led by UK Government)

- Plans to end sales of internal combustion engine (ICE) cars from 2030

- Rules for non-zero-emission vans from 2030 to 2035

- Consideration for small vehicle manufacturers

- Measures to encourage ZEV adoption

 

2. ZEV Mandate & Regulation Updates (Led by UK, Scottish, Welsh & NI Governments)

- Reviewing flexibilities in the ZEV Mandate

- Proposing technical improvements for efficiency

- Using findings to shape future policies on CO2 emissions and ZEV regulations

The government welcomed the response it received, receiving over 600 formal responses and providing the opportunity to consult with a wide range of stakeholders including vehicle manufacturers, chargepoint providers, environmental groups, and consumer organizations. The Government also stated that it wanted the consultation to highlight its departure from previous policies on automotive emissions, and further policy developments in relation to ZEV's are anticipated.
