Since its entry into force in 2021, the EU Sustainable Finance Disclosure Regulation (SFDR) has reshaped the way the financial services industry speaks about sustainability. Conceived as a "disclosure only" regulation, albeit with distinct disclosure categories and a set of prescriptive implementation rules, the market has turned it in to a "quasi-labelling regime" to determine the degree of sustainability of funds, investment solutions and life insurance products.

With SFDR being the first of its kind in the EU, the EU Commission had always intended to carry out a substantive review once regulators and industry had collected sufficient experience. The Commission has started first consultations as early as 2023, long before the simplification Omnibus hit the EU Sustainable Finance framework. After more than two years of "on-and-off" review process, involving a broad market consultation in 2023, proposals by the European Supervisory Authorities (ESAs) on how to amend the SFDR implementing provisions, various opinions issued by national regulators and many public and informal discussions, the EU Commission is now ready to unveil its SFDR 2.0 remake.
