Andrew Procter, a leading financial services regulatory expert and a highly regarded senior figure in the financial services and investment banking industry, joins Herbert Smith Freehills highly ranked Financial Services Regulatory (FSR) team today.
Through his career Andrew has held a number of high profile positions, most recently Global Head of Compliance, Government and Regulatory Affairs at Deutsche Bank, which he joined in 2005. Prior to that, he was head of the Enforcement Division at the UK Financial Services Authority (from 2001 to 2005), having held senior positions at the Hong Kong Securities and Futures Commission from 1996 to 2001, including as Commission Member and Executive Director of the Intermediaries and Investment Products Division, and before that, at the Australian Securities Commission.
Andrew has been involved in the development of regulatory policy both at a European level - as a member of the European Banking Authority Stakeholder Group, the EC Group of Experts in Banking Issues, the CESR MiFID Level 3 Consultative Working Group,, the EC European Securities Markets Experts Group (2006 to 2008), and as the FSA representative on CESRpol - and internationally - as a member of the FSF working Group on the Implementation of Financial Markets Principles and Standards, and Chair of the Committee on Implementation of IOSCO Objectives and Principles of Securities Regulation.
Andrew will be involved across the firm's work for financial services clients, bringing his exceptional experience both in senior regulatory positions internationally and at the most senior level in a leading global financial institution. With his technical expertise and strategic judgement, he is ideally placed to assist with the increasingly difficult calls facing our financial services clients in the contentious and non-contentious spheres.

Andrew will work closely with James Palmer, Jenny Stainsby, Clive Cunningham, Geoff Maddock, Karen Anderson, Hywel Jenkins and Susannah Cogman in London, and with the broader FSR team across the Herbert Smith Freehills international network.
