Annabelle specialises in the procurement, development and financing of infrastructure projects.
Annabelle works with government and private sector clients on major infrastructure, urban development and social housing projects. She combines experience in public private partnerships, project delivery and finance to help clients structure, fund and deliver complex transactions. Working across the transport, health, housing and social infrastructure sectors, Annabelle provides commercially focused advice on procurement, risk allocation and stakeholder management. Her practical approach helps clients navigate complexity and achieve successful outcomes.
Annabelle is a trusted adviser on complex infrastructure and development transactions. She advises government agencies, sponsors, developers, investors and financiers on major projects across Australia.
Her practice spans the full project lifecycle, from procurement and development through to financing, delivery and operation. This breadth of experience enables her to provide integrated advice on delivery models, transaction structuring, funding arrangements and risk allocation.
Having acted for both public and private sector participants, Annabelle brings a commercially informed perspective to transactions and a strong understanding of the priorities of different stakeholders. - advised Victorian and Commonwealth government clients on major social and affordable housing initiatives, including the High Rise Project, Arden Precinct Development, Ground Lease Model 2 PPP, and Housing Australia Future Fund and Victorian Social Housing Growth Fund financing arrangements*
- advised Victorian government clients on major transport infrastructure projects, including the North East Link and North East Link State Tolling Corporation, West Gate Tunnel, CityLink, EastLink and the MR5 train and tram franchise arrangements*
