Andrew specialises in providing advice to the private sector, government, energy and resources and infrastructure sectors in relation to environment and planning regulation in Australia. 

Andrew’s advice includes regulatory matters, acquisitions, development pathways and approvals, biodiversity and conservation issues, water licencing, response to environmental incidents, native title and heritage, and land access.

Andrew has experience litigating civil and criminal matters in State and Federal courts.

Selected matters

  • Private equity assets manager in respect of complex environmental and regulatory compliance and investigation issues experienced by a multinational bulk liquids storage and handling business, including carriage of interrelated Class 1 (merit appeal) and Class 5 (criminal) proceedings with the environmental regulator in the NSWLEC
  • TfNSW on numerous Class 3 compulsory acquisition proceedings, including in relation to acquisitions for various road-related projects. Andrew has also advised TfNSW on the Circular Quay Renewal project to deliver an upgrade and renewal of the Circular Quay ferry wharves and surrounding precinct, including Environment Protection and Biodiversity Conservation Act 1999 (Cth) referrals and State significant infrastructure planning pathways
  • EnergyCo on land access and acquisition strategies for the Central West Orana Transmission Projects. In addition, Andrew has advised EnergyCo on strategic planning and environmental issues, including planning pathways and biodiversity offsetting
  • The Star Casino in Class 3 proceedings in the NSWLEC for the compulsory acquisition of land at Union St, Pyrmont for the purpose of the Sydney Metro West Project
  • Health Administration Corporation in relation to multiple concurrent compulsory acquisition proceedings in connection with the Randwick Campus Redevelopment
