Ian is Head of Technology Projects in Queensland and has extensive experience advising Governments and private sector clients on their strategic procurements, technology projects, asset sales and privatisations. Ian is co-author of the text “Technology Contracts, A Handbook for Law and Business in Australia, second edition”.

  • ICT and Technology Projects: ICT and other technology procurement, development and implementation projects, transition services arrangements, and technology project failures and restructuring.
  • Procurement contracts: Preparing contracts for a range of procurements, including ICT, technology, banking and other critical services, addressing value and risk mitigation positions.
  • Strategic procurement: designing robust, defensible and flexible tender and procurement processes to withstand challenge, addressing procurement policy requirements for Government and assisting private sector bidders to respond to and meet Government requirements.
  • Privatisations and asset sales: Advising Government and private sector bidders on complex multi-stage tender processes for asset sales/purchases and infrastructure transactions.
  • Government advisory: Strategic legal advice to Government and public sector bodies on sensitive legal and compliance issues.
  • Queensland Department of Education on its project to replace its digital Learning Management System for all education across the State. Ian led the preparation of the bespoke IT contracts, liaising with Department stakeholders, negotiations with suppliers and finalisation of multiple bespoke contracts for successful delivery of the new State-wide LMS.
  • Commonwealth Future Fund owned OneFortyOne Plantations on its various asset acquisitions, from its original acquisition of forestry assets and operations from the SA Government, to acquisition of sawmill assets in SA and Victoria, advising on supply and customer sale contracts and export arrangements.
  • Ampol on its alliance arrangements with Woolworths to establish the fuel discount and a loyalty program between the parties nationally. Ian led the preparation and negotiation of the national fuel discount contract for Ampol.
  • Queensland Treasury and NSW Treasury on each of their Whole-of-Government banking services projects across each State. Ian's role included advising on and preparing the contracts for tenderers to respond to and the terms for the procurement process documents, negotiating and finalising the Whole-of-Government panel contracts with the successful suppliers.
  • A Major International Miner on its contracts with Telstra for long term telecommunications services for its mines and operations around the whole of Australia, including preparing a new bespoke draft contract and negotiating the final contract with Telstra.

Background

Ian holds a Master of Laws (specialising in IP and IT Law) from the University of London, a Bachelor of Laws and Graduate Diploma in Legal Practice from the Queensland University of Technology, and a Bachelor of Arts (Music) from the Queensland Conservatorium of Music (University medal).
