Noelle is an energy and infrastructure projects lawyer with a strong track record of advising public and private sector clients on major energy, utility and infrastructure projects. 

Noelle has particular experience advising on innovative and path-finder projects. She has advised government authorities, procurers, developers and financiers on major projects across the utilities, oil and gas, transportation, resources and social infrastructure sectors.

  • TAQA and JERA in its successful bid to develop and finance a cogeneration plant producing power and steam in KSA procured by SATORP, serving the Amiral petrochemicals complex in Jubail, Saudi Arabia.  The Amiral petrochemicals complex is being developed by a joint venture between Saudi Aramco and TotalEnergies, with Saudi Aramco and TotalEnergies taking on debt finance for the broader Amiral project. IJ Global Middle East and Africa Market Impact Award 2025*
  • Red Sea Global on the procurement of six different utilities (including 18 separate plants and associated transmission networks) on a BOOT basis under a single, multi-utility concession agreement in KSA. IJGlobal Middle East and Africa Utility Deal of the Year 2023*
  • ADNOC in relation to the procurement of a subsea transmission line project under a build, own, operate and transfer (BOOT) model in the UAE. IJGlobal Middle East and Africa Utility Power Deal of the Year 2023*
