Ioannis is a corporate lawyer with a focus on UK and EU financial services regulatory matters.

Ioannis is a financial services corporate lawyer advising on both regulatory and transactional matters. Based in London and Brussels, he focuses his practice on UK and EU financial services regulation, with particular emphasis on banking, digital assets, and artificial intelligence. He acts on behalf of a wide variety of clients including regulators, retail and investment banks, insurers and insurance brokers, wealth managers, payment services providers and fintech companies.

Ioannis covers a broad spectrum of regulatory issues including (i) perimeter advice and authorisation processes, (ii) regulatory capital and structuring considerations, (iii) outsourcing and third-party risk management, (iv) bank and CCP resolution; and (v) multi-jurisdictional compliance and regulatory considerations arising in the context of corporate transactions.

Ioannis is also a core member of the firm's Greece Interest Group, advising both international clients operating in Greece and Greek clients operating internationally.

Selected matters

  • Advising a non-UK bank in relation to the establishment and authorisation of a new bank in the UK, including the PRA/FCA authorisation application and the design and setup of an appropriate compliance framework
  • Advising banks, investment firms and unregulated corporates (incl. energy and mining companies) on UK regulated perimeter matters and financial promotions (both in respect of investment and insurance business)
  • Advising banks and MIFID investment firms on the eligibility of regulatory capital issuances and credit risk mitigation arrangements
  • Advising global banks on the implementation of CRD VI and the requirements for setting up EU branches
  • Advising financial institutions and suppliers in relation to UK and EU outsourcing requirements, DORA, the UK Critical Third Parties regime and operational resilience
  • Advising global asset managers in relation to the structuring of the payment flows from a UK and EU inducements perspective
  • Advised the Single Resolution Board, a number of banks and other financial groups on bank resolution matters including on the enforceability of bail-in on contingent liabilities, the MREL eligibility of financial instruments, the firms' internal policies on operational resilience and the implementation of the resolution tools*
  • Advised clients on the requirements under the EU and UK short selling regimes.
  • Advising financial institutions on the UK and EU MiFID transaction and transparency reporting requirements.

Background

Ioannis has worked as a bank resolution expert at the Single Resolution Board and joined HSF Kramer in September 2022 from a leading international law firm. In 2025, Ioannis was seconded to Standard Chartered Bank as legal counsel.

Ioannis has a Ph.D. in Financial Law (University of Luxembourg), a Master in Corporate Law (University of Cambridge), a Master in Economics and Finance (Athens University of Economics and Business), and holds a B.A. degree in Law (Democritus University).

Ioannis has served as a guest lecturer in many universities in Europe and is often published in top-tier publications on issues of financial regulation.
