Andrés is a Foreign Lawyer in the firm’s dispute resolution practice in Frankfurt am Main. 

He specialises in investor-state investment arbitration, international commercial arbitration and public international law. Andrés regularly acts and advises both sovereign states and investors in investment treaty disputes and enforcement proceedings and represents clients in complex cross-border international commercial disputes. He has experience of arbitrations conducted under a range of different rules including ICSID, ICC, SCC, HKIAC and UNCITRAL.

  • a major German energy holding company against an Asian state in multi-billion-dollar arbitration proceedings under the ECT and the UNCITRAL Rules;
  • a major German energy holding company against an Asian state in multi-billion-dollar arbitration proceedings under a BIT and the HKIAC Rules;
  • a Georgian port operator in an SCC arbitration against a UAE company in connection with a development contract;

  • a Central Asian state against investors in their attempt to enforce a multi-million dollar ECT award in several jurisdictions around the globe

Background

Andrés studied law at the Universidad Externado de Colombia (Colombia), obtained his Master of Laws degree (LL.M.) from the Europa-Institut of Saarland University (Germany) and a doctorate degree (Ph.D.) (summa cum laude) from Saarland University (Germany). Andrés is admitted to practise law in England & Wales, and Colombia.

Before joining Herbert Smith Freehills Kramer’s Frankfurt office, Andrés worked as a research fellow at Saarland University and was a visiting scholar at the Max Planck Institute Luxembourg for Procedural Law. He interned at the United Nations Commission on International Trade Law (UNCITRAL) as well as at the International Centre for Settlement of Investment Disputes (ICSID). 

He regularly publishes on topics in relation to international arbitration and investor-State investment disputes. He speaks Spanish, English, and has working knowledge of German and French. Andrés has served as Assistant Editor (Investment Arbitration) at the Kluwer Arbitration Blog since 2024 and is a member of the review board of the Foreign Direct Investment International Arbitration Moot.
